Buying paper with a high post-consumer content is important. Non-post-consumer content recycled paper just means the manufacturer included some scraps leftover from other papers it made. It doesn't help reduce the waste in landfills and doesn't prevent new trees from being cut down the way post-consumer content does.
Also, don't forget to cut back on the amount of paper you use in general. Be frugal: reduce and reuse before you recycle.
One of the few cases where tree-free paper is actually helpful to the environment is when it's made from reclaimed farm waste. Think about all the leaves and stems that get left behind when we harvest tomatoes, corn, etc. Those are a great ingredient in paper.
