This is a much needed guideline. 

When someone tosses a cigarette out the window it seems to say
they don't care about the world they live in. Cigarette butts
aren't easily biodegradable, they just sit there in the gutter
for months till the rains come and wash them into a storm drain.
Or they sit on the roadside forever.
