"Right to life" doesn't mean the right to a medical history. I have no obligation to any children to tell them my medical history. That is simply a laugh and a half. I agree that the birth certificate is the property of the child, but any mother who doesn't want an unplanned preg. to pop up later will need to resort to abortion after such a thing becomes law.
